Janell has been a resident of the community since 1992. She is a life-long resident of the Southern Oregon Coast (born and raised in Brookings). She worked in public accounting in Coos Bay/North Bend for six years prior to being appointed Finance Director for the City of Coos Bay in May 1998.

She holds a bachelors degree in Accounting from the University of Oregon. She is a licensed Certified Public Accountant and a Municipal Auditor in the State of Oregon. She is a member of the American Institute of Certified Public Accountants (AICPA), the Oregon Society of Certified Public Accountants (OSCPA), the Government Finance Officers Association (GFOA), and the Oregon Municipal Finance Officers Association (OMFOA)

The primary function of the Finance Department is to serve the needs of the various city departments. This includes budget information, payroll, accounts payable, accounts receivable, cashiering, personnel, city records, and city elections. We also serve the public by providing a variety of services as linked above.
